State Agricultural Management and Extension Training Institute (SAMETI) โ€“ Jammu

State Agricultural Management and Extension Training Institute, Jammu (SAMETI-J) is an autonomous institution with greater flexibility in structural and operational aspects. The SAMETI is a state level institute , set up in 2009. The institute has been assigned responsibilities of imparting training to in-service officers of various departments including Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Floriculture, Sericulture, Social Forestry, and Fisheries; along with imparting training to extension personnel of ATMA, NGOs, Input Dealers. It also provides induction training to ATMA functionaries and refresher training to all ATMA functionaries minus BTMs and SMSs.

SAMETIโ€“Jammu also holds the responsibility of Centre for organizing One Year Post Graduate Diploma in Agricultural Extension Management (PGDAEM) for officers of line departments and Diploma in Agricultural Extension Services for Input Dealers (DAESI) in collaboration with MANAGE, Hyderabad, Government of India.


Mandate Of SAMETI-Jammu

  • To develop systematic linkage between State, Regional and International Institution of outstanding accomplishment in the field of Agricultural Extension Management.
  • To gain insight into Agricultural Extension Management System and Policies together with problems and constraints at each step and stage.
  • To identify, appreciate and develop modern management tools, techniques in problem solving approaches utilizing the mechanism of personal management, resource management, input management and finally the conflict management at the organization level.
  • To develop skill on organizing need-based field programme for training of senior and field level functionaries for executing extension programme.
  • To conduct programme-oriented research in the area of Agricultural Extension Management as a sequel to provide feedback to training programme. Such kind and types of research will generally be undertaken on the recommendation and issues emanating from training and vice-versa.
  • To serve as repository of ideas and develop information, regional communication and documentation service etc. in regard to the subject of Agricultural Extension Management.
  • To forge linkage with national and regional institution under suggested programme of institutional collaboration and employment of consultants.

Objectives Of SAMETI-Jammu

SAMETI has to function under the technical guidance of the National Institute of Agricultural Extension Management. The specific Objectives are:

  • To act as Nodal Agency for organization of Management & Extension Training for officers and employees of the Department of Agriculture, Animal Husbandry, Horticulture, Fishery, Sericulture and other allied departments for capacity building.
  • To encourage greater extension Research Linkage through participation of Scientists from KVK and ZRS within the jurisdiction of the State.
  • To strengthen linkage between State, National & International institutions in the field of Natural Resource Management, Dry land Agriculture, Integrated Pest Management, Post-Harvest Techniques and Crop Management.
  • To provide need based and location specific training for ATMA districts in the state.
  • To provide consultancy services in the field of Agriculture.
  • To conduct applied research in frontier areas.
  • To publish relevant agro techniques and develop audio-visuals related to success stories.
  • To organize State and National level seminar and workshops on ITD components of NATP.

Management, Administration and Working

SAMETI-Jammu is working under the overall guidance and administrative control of Dr. Amrish Vaid, Director SAMETI - Jammu. The working of the institute is being managed by the Deputy Director appointed for training need assessment, preparation of annual training calendar, organising training courses, field visits and evaluation. The institute also performs collaborative works and aims at convergence of all the stakeholders in agriculture and allied sectors for enhancement of production, productivity and income. The expertise of Faculty of Agriculture, Faculty of Horticulture and Forestry, Faculty of Engineering, Faculty of Veterinary Sciences & A.H., Faculty of Basic Sciences of SKUAST-Jammu, KVKโ€™s, CSIR and other institutes of Government of India is utilized for imparting trainings and skills to the real clientele.


Clientele

The Institute caters to the training needs of middle and lower-level extension functionaries, District Agriculture Officers, Sub Divisional Agriculture Officers/ SMSs, Agriculture Extension Officers, Junior Agriculture Extension Officers, Field Assistants in the Department of Agriculture, Extension Functionaries from Departments of Horticulture, Animal Husbandry, Sheep Husbandry, Floriculture, Sericulture, Social Forestry, and Fisheries. Besides, training programs are also conducted for Extension Functionaries of ATMA, Input Dealers and officers/officials of social welfare department.

  • Refresher technical courses for officers of Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Floriculture, Sericulture, Social Forestry, and Fisheries etc.
  • Induction/refresher courses for ATMA functionaries.
  • Induction course for newly appointed officers of Agriculture and Allied sectors.
  • Refresher course for Input Dealers.
  • One year Post Graduate Diploma in Agriculture Extension Management (PGDAEM)
  • One year Diploma in Agricultural Extension Services for Input Dealers (DAESI).
  • Skill development programme for farmers.
  • Collaborative training programmes with National Institute of Agricultural Extension Management, Hyderabad.
  • Collaborative training programmes with Extension Education Institute, Nilokheri, Haryana.

Faculty

The Government of India has sanctioned six positions of faculty for SAMETI โ€“ J which include four posts of Deputy Directors and one post of Accountant cum Clerk on contractual basis.


Physical Facilities

The Institute has air-conditioned training hall having capacity of 40-50 participants which is used for imparting training to participants of various courses including PGDAEM Contact Classes. The institute has good ICT connectivity with broadband/Wi-fi internet facility and latest audio-visual tools like LCD Projector, digital as well as video camera. Besides free boarding and lodging and supporting literature/ reading material are provided to all the trainees
