In addition to the powers laid down in section 13 of the act, the Board shall have the following functions:- a) To suggest to the State Government adoption of such programmes and policies which it considers necessary for the betterment and promotion of Agriculture in broader sense in the state. b) To recommend to the University Council creation, suspension or abolition of academic and non-academic posts of the rank of associate Professor and Deputy Registrar and above on the recommendations of the Academic Council and the Vice-Chancellor respectively. c) To delegate any of its powers to the Officers of the University as it may deem fit. d) To exercise any power in connection with the affairs of the university which has not been specifically assigned to any authority or officer of the University under the act, Statutes and the Regulations on the advice o0f the Vice chancellor. e) The Registrar shall act as ex-officio non-member Secretary to the Board. In the absence of the Registrar, the Vice chancellor may nominate a person in the University service to act as non-member Secretary. f) The Secretary shall, ordinarily 10 days before each meeting, issue notice of the date, time and place of the meeting along with the agenda. In case of emergency meeting or special circumstances, however, the Vice chancellor may suspend or modify the period of notice. g) All matters to be considered in a meeting of the Board shall ordinarily be decided by consenscious. However, in case of difference of opinion, the matter will be decided by a majority of votes of the members present. The Chairman of the Board shall be entitled to vote on any matter and if the Votes are equally divided, he shall have a second or the casting vote.
